Driver's Regulations

At the request of Wiltshire Council we are introducing a new set of safety regulations for floats in the Carnival. This document does not provide a definitive list of do’s and don’ts but you will be expected to sign a declaration to confirm that you will adhere to these guidelines.

1 A carnival float it is not exempt for the Road Traffic Act and as such needs to be in good condition and have a valid tax disc, MOT and Insurance. Please note that the Carnival Organisers’ insurance does not cover your liability and that you should have your own cover in place.

2 The normal rules of the road apply and you will be removed from the procession if you are suspected to be unfit to drive.

3 If you are involved in an accident you must stop, Road Traffic Act 1988 (c. 52).

4 You must obey the Marshall’s instructions at all times and pay due regard to pedestrians on the route.

5 All floats must provide walking Marshalls alongside the vehicle. At least 2 should be provided for small vehicles and 4 for vehicles over 7.5 tonnes. Marshalls must wear distinctive bibs and have no other role in the carnival e.g. carry collecting buckets.

6 Flammable materials and naked flames are not to be used under any circumstances.

7 All items are to be fully secured to the float and nothing should overhang the vehicle.

8 You must ensure that there is an adequate protection, to prevent your passengers from falling off the vehicle.

9 The float should be constructed in such a manner as to not impede the vision of the driver.

10 No alcohol is to be consumed on the float. 11 No items are to be thrown from the float.

12 All floats to have a securely attached First Aid Kit and appropriate Fire Extinguisher.

13 You should have an appropriate method for loading and off loading passengers. A secured step ladder can be used, but must be stored securely.

14 All electrical systems on your float should be low voltage. Where equipment operates at a voltage in excess of 55 volts above the local earth Portable Appliance Test (PAT) certificates may be required to be produced on demand.
